TOEFL and CEFR are not the same thing. TOEFL is a specific test with a 0-120 score scale, used primarily for university admission in the United States and internationally. CEFR is a framework that describes language ability in six levels from A1 to C2. A TOEFL score can be mapped to a CEFR level, but the two systems serve different purposes.
What TOEFL measures
TOEFL iBT (Internet-Based Test) tests four skills: reading, listening, speaking, and writing. Each section scores from 0 to 30, giving a maximum total of 120. The test takes about three hours and is taken at an approved test centre or via the TOEFL iBT Home Edition.
TOEFL is primarily used for admission to universities in the United States, Canada, and increasingly in other English-speaking countries. It is also accepted by some professional registration bodies and immigration programmes.
What CEFR measures
CEFR is not a test, it is a framework. It describes what a language user can do at six levels: A1, A2, B1, B2, C1, and C2. Any test can produce a CEFR-mapped result. IELTS, Cambridge exams, Duolingo, and Examinizer all report results in CEFR terms or with CEFR equivalences.

These equivalences are approximate. ETS (the organisation that runs TOEFL) publishes official CEFR alignment data. The mapping is based on statistical analysis of test-taker performance, not a direct conversion formula.
TOEFL vs IELTS, which one to take
Both are accepted by most universities worldwide. The choice often comes down to personal preference. TOEFL is entirely computer-based and uses American English throughout. IELTS includes a face-to-face speaking interview and uses both British and international English. Test-takers who are more comfortable with typed responses tend to prefer TOEFL. Those who prefer spoken interaction tend to score better on IELTS.
Check the specific requirements of the institution you are applying to. Some programmes specify one or the other, or have minimum scores for individual sections rather than just the total.
When a CEFR test is sufficient instead
